Background
The Virginia Information Technologies Agency (VITA) is seeking insights from qualified suppliers with experience in Multi-Sourcing Services Integration (MSI) and Service Integration and Management (SIAM).

This Request for Information (RFI) aims to gather information to inform VITA's strategy for future sourcing models, including potential in-sourcing of strategic functions and operational outsourcing via structured contracts.

VITA currently operates under an MSI model with Science Applications International Corporation (SAIC) as the provider, supporting approximately 68 Executive State Agencies. As technology needs evolve, VITA is exploring future-state sourcing options, including transitioning to a new MSI/SIAM provider and enhancing operational excellence.

Work Details
The RFI seeks detailed responses regarding the following areas:
1. Organizational Capability and Experience: Suppliers should describe their experience as MSI or SIAM providers in complex environments, corporate investments in this model, and provide case studies demonstrating their ability to manage multiple suppliers.

2. Strategic Process Ownership: Suppliers should discuss which service management functions are best retained in-house versus outsourced, governance models for maintaining client ownership, and compliance frameworks they recommend.

3. Operational Delivery: Suppliers should outline how MSI/SIAM operations are structured in government environments, support functions integration, and best practices for service management processes.

4. Tools and Platforms: Suppliers should detail the service management platforms they support, approaches to platform administration, and best practices for transitioning tool ownership to clients.

5. Financials and Transition: Suppliers should describe their experience with cost savings identification, budgeting, forecasting, invoicing in government settings, typical cost drivers for MSI/SIAM services, and key elements determining implementation timelines.
