Rfa For Harm Reduction Community Engagement/Outreach

Background
The West Piedmont Health District (WPHD) is issuing this Request for Applications (RFA) to engage a Virginia harm reduction coalition in community outreach efforts aimed at increasing public understanding of harm reduction measures related to opioid use.
The initiative arises from the high rates of opioid overdose and death in the district, particularly in Franklin, Henry, and Patrick counties, as well as the city of Martinsville.
The goal is to educate community members, including law enforcement and municipal leaders, about substance use disorders (SUD) and the importance of harm reduction strategies.

Work Details
The selected organization will be responsible for implementing community engagement activities across all jurisdictions of the WPHD. This includes:
- Developing a detailed description of community engagement activities.
- Creating an engagement plan targeting various audiences such as law enforcement and church communities.
- Conducting monthly REVIVE! training sessions in all areas within the jurisdictions.
- Providing an outreach objective plan that outlines specific goals and metrics for success.
The project must utilize community health workers or peer support specialists and employ evidence-based techniques to effectively reach and educate the community about harm reduction.

Period of Performance
The initial period of grant funding is from June 1, 2025, to September 30, 2025. An extension may be possible depending on circumstances.

Place of Performance
The contract will be performed in the West Piedmont Health District, specifically covering Franklin County, Henry County, Patrick County, and the city of Martinsville in Virginia.

Bidder Requirements
Eligible applicants must be a harm reduction-focused 501(c)(3) organization, faith-based organization, or community organization operating within Virginia.
