RFA Certified Recovery Residence Funding

Background
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking applications from Recovery Residence Operators for funding to provide recovery support services as mandated by the General Assembly under SB30, Item 300, J.1. The goal is to ensure access to safe and supportive housing for individuals recovering from substance use disorders, particularly focusing on the availability of indigent bed funds for eligible individuals.

Recovery Residences are defined as alcohol and drug-free living environments that promote recovery through peer support, emphasizing personal responsibility and community integration without providing clinical services.

Work Details
Recovery Residence Operators must provide safe, supportive, and quality housing for individuals in recovery from substance use disorders. The residences must be certified by DBHDS and comply with the qualifications set forth by a credentialing entity.

The funding will specifically support indigent bed days for residents who cannot afford the costs associated with recovery residence stays. Applicants must demonstrate their operational plans, including staffing, house rules, support services, and compliance with DBHDS standards.

Period of Performance
The initial period of performance is from July 1, 2026, to June 30, 2027, with four optional one-year renewal periods.

Place of Performance
The contract will be performed within the Commonwealth of Virginia.

Bidder Requirements
Applicants must be certified Recovery Residences in good standing with DBHDS as of April 30, 2026. They must also register in the eVA Internet electronic procurement solution to conduct business with state agencies.

Additionally, they are required to maintain specific insurance coverages during the contract term and comply with various anti-discrimination laws.
