REQUEST FOR QUOTES (RFQ 26120) to provide Strategic Marketing and Advertising Campaign Management Consulting Services

Background
Stafford County, Department of Economic Development and Tourism is seeking to engage a qualified contractor to provide comprehensive marketing and events services.

The County is rapidly becoming an urban community and ranks as one of the fastest growing counties in Virginia. The estimated population is approximately 146,649, and the County encompasses 173,000 acres, with a significant portion utilized by the federal government for the Quantico Marine Corps Reservation.

Work Details
The contractor will provide Strategic Marketing and Advertising Campaign Management Consulting Services, which includes:
1) Developing strategic marketing plans that align with the Economic Development Strategic Plan;
2) Implementing organic and paid tactics for campaign objectives;
3) Coordinating the production and distribution of BRE Mailers to over 5,000 Stafford businesses;
4) Preparing and distributing press releases;
5) Acting as the media liaison;
6) Managing online newsroom content;
7) Coordinating approximately 30 events per year including ribbon-cutting ceremonies;
8) Supporting quarterly business resource events;
9) Assisting in email marketing campaigns;
10) Managing social media platforms; and
11) Maintaining website and digital listings.

Period of Performance
The contract will commence on June 1, 2026, for a term of one year with two optional one-year renewals.

The current scope of work reflects approximately 1,060 hours per year.

Place of Performance
Services will be performed in Stafford County, Virginia.

Bidder Requirements
Offerors must demonstrate relevant qualifications in providing marketing, communications, and event management services within local government or public sector economic development.

Proposals should include examples of similar projects, identification of key personnel assigned to this contract, and a minimum of three references from recent engagements. Pricing should be provided as a flat annual rate not exceeding $50,000.
