Request For Qualifications #Rfq24000380 Western Area Infrastructure Improvements Project

Background
Chesterfield County is soliciting Statements of Qualifications (SOQs) from entities interested in contracting to serve as the Design-Builder for the Western Area Infrastructure Improvements Project. The purpose of this RFQ is to solicit information that will enable Chesterfield County to determine which Offerors are best qualified to successfully execute the design and construction of the Project and will be invited to submit proposals in response to Chesterfield County’s Request for Proposals (RFP).

Work Details
The Project includes the construction of a new 4-lane roadway alignment, connecting Route 668 (Duval Road) to Route 7495 (Westerleigh Parkway), improvements along Duval Road, including widening the roadway, drainage BMP facilities, and frontage improvements. The estimated contract value is approximately $50,000,000 - $60,000,000.

The scope of work includes survey, design, acquiring rights of way, roadway and bridge construction, traffic signal modifications, storm water management facilities, geotechnical services, environmental permitting compliance monitoring and revision, construction engineering and inspection, utility relocations, and public involvement. The Project is authorized by Code of Virginia § 33.2-269.

Period of Performance
The procurement process is anticipated to be completed by November 2024 with the Notice to Proceed expected by December 18, 2024. The Project milestones include opening of Northern Access to Western Area Elementary School on June 5, 2026; Entire North-South Road Open on August 7, 2026; and Final Acceptance on August 6, 2027.

Place of Performance
The Project is located in Chesterfield County west of Route 667 (Otterdale Road) and north of Route 668 (Duval Road).
