Description

The Norfolk Redevelopment and Housing Authority (NRHA) is issuing this Request for Qualifications ( RFQ ) for General Contractors and Class A Builders. The purpose of this RFQ is to prequalify contractors for participation in the bidding process for future NRHA rehabilitation projects in its public housing communities, construction of new homes throughout the city of Norfolk, site preparation and installation of modular homes, and to partner with Contractors on our large-scale transformative projects. This Request for Qualifications (RFQ) will result in the selection of multiple General Contractors and Class A Builders. The successful parties will demonstrate through their respective responses that they possess the necessary qualifications and experience. NRHA encourages small businesses and businesses owned by women and minorities and disabled veterans to compete and encourages non-minority firms to provide for the participation of small businesses and businesses owned by women and minorities through subcontracting, partnerships, joint ventures, and other contractual opportunities. Interested General Contractors and Class A Builders with a track record of success in producing quality products and the desire to comply with city, state and federal regulations are encouraged to respond. Minority, women owned, and small businesses are also encouraged to respond.
Background
The Norfolk Redevelopment and Housing Authority (NRHA) is a political subdivision created under the laws of Virginia to provide public and affordable housing services to low-income families in Norfolk. NRHA is primarily funded by the U.S. Department of Housing and Urban Development (HUD) and manages approximately 1,789 low-rent public housing units across eight communities.

The agency is currently repositioning its properties to transform public housing into affordable housing with project-based subsidies. This Request for Qualifications (RFQ) aims to prequalify General Contractors and Class A Builders for future NRHA rehabilitation projects, construction of new homes, site preparation, installation of modular homes, and partnerships on large-scale transformative projects.

Work Details
Contractors will be involved in various projects including:

1) Rehabilitation of existing apartments in public housing communities such as Bobbitt Midrise (84 units), Hunter Square Midrise (91 units), Franklin Arms Midrise (100 units), and Oakmont North (407 units).

2) Redevelopment of vacant properties including Moton Circle (11 acres for sale), Ballentine Blvd (5.5 acres development opportunity), and Grandy Village (5 acres development opportunity).

3) Future transformation of family properties including Young Terrace (753 units on 36 acres), Calvert Square (310 units on 19 acres), Diggs Town (103 units on 10.5 acres), Oakleaf Forest (257 units on 24 acres), and Grandy Village (275 RAD units on 22 acres).

Contractors must demonstrate qualifications, experience, bonding capability, insurance coverage, and compliance with city, state, and federal regulations.

Period of Performance
The RFQ process will conclude with submissions due by October 23, 2024. The exact period of performance for awarded contracts will be determined based on specific project timelines outlined in subsequent bidding processes.

Place of Performance
The work will primarily take place within the city of Norfolk, Virginia, specifically at various NRHA public housing communities and other designated redevelopment sites.
