Request for Proposals: Medical, Dental, Vision & EAP

Background
Danville Public Schools is seeking proposals for Medical, Dental, Vision, and Employee Assistance Program (EAP) services for all full-time eligible employees and retirees. The current benefits are bundled through The Anthem Self-Funded plan, with additional employee-paid plans through Delta Dental of Virginia and VSP.

The purpose of this RFP is to solicit proposals from qualified sources to establish a contract that provides quality and affordable plans while addressing the continual increase in pharmacy and medical costs. The contract will be effective from October 1, 2025, to September 30, 2026.

Work Details
The selected contractor will provide the following services: Medical Insurance, Dental Insurance, Vision Insurance, and EAP Services. Proposals should include options for both fully insured and self-insured plans.

The contractor must ensure competitive arrangements based on benefits, provider discounts, administrative costs, customer service, and processing accuracy. They are also expected to maintain flexibility in plan design structure and evaluate self-insured versus fully insured proposals. Additional objectives include providing wellness resources, managing eligibility records accurately, ensuring timely customer service, integrating with other related service providers, and offering financial performance guarantees.

Period of Performance
The contract period will be from October 1, 2025, to September 30, 2026.

Place of Performance
Services will be provided to Danville Public Schools located in Danville, Virginia.

Bidder Requirements
Bidders must demonstrate experience in providing similar services to organizations of comparable size. They should provide references from current clients who are self-funded in Virginia. Bidders are encouraged to present financially aggressive options that can replace current benefits while meeting the needs of Danville Public Schools.
