Request for Proposals #26-0519 Elevator Maintenance and Repair Services

Background
The Clarke County Purchasing Department, representing the Clarke County Government, Clarke County Public Schools, and Clarke County Social Services, is seeking proposals for Elevator Maintenance and Repair Services. The goal of this contract is to establish a firm fixed price agreement with a qualified contractor to maintain and repair eight elevators and one chair lift located at various county facilities. The selected contractor will ensure compliance with all applicable laws and standards while providing necessary services.

Work Details
The contractor will provide full service preventative maintenance for the following elevators and chair lift:
1) Joint Government Center
2) Circuit Courthouse
3) Sheriff’s Office and E-911 Center
4) General District Court
5) Social Services
6) Johnson Williams Middle School
7) Clarke County High School
8) Clarke County School Administration Building
9) Chair lift at Boyce Elementary School.

Services include examination, lubrication, on-call repair services, cleaning of hoistways and equipment quarterly, conducting safety tests annually, maintaining performance levels as per ANSI A17.1 Code, and providing all necessary labor and materials. The contractor must ensure that all work is performed by qualified personnel who adhere to safety regulations.

Period of Performance
The initial contract period is from July 1, 2026 through June 30, 2027. There is an option for four additional one-year extensions based on mutual agreement.

Place of Performance
Services will be performed at multiple locations in Berryville, Virginia including:
- Joint Government Center (101 Chalmers Court)
- Circuit Courthouse (102 North Church Street)
- Sheriff’s Office (100 North Church Street)
- General District Court (104 North Church Street)
- Social Services (311 East Main Street)
- Johnson Williams Middle School (200 Swan Avenue)
- Clarke County High School (627 Mosby Blvd)
- Clarke County School Administration Building (317 West Main Street)
- Boyce Elementary School (119 West Main Street).

Bidder Requirements
Bidders must possess a valid Virginia Contractor’s License and provide proof of insurance with Clarke County listed as additionally insured. They are required to submit a list of subcontractors if applicable. Bidders must also comply with Virginia Code Section 2.2-4311.2 regarding business authorization in Virginia.
