Description

Request for Information: Traffic Operations Services
Background
The Virginia Department of Transportation (VDOT) is seeking information and feedback from the industry regarding Traffic Operations Services. This initiative aims to refine VDOT's procurement strategy based on insights gathered from this Request for Information (RFI).

VDOT oversees the third-largest state-maintained highway system in the United States, responsible for building, maintaining, and operating roads, bridges, and tunnels across Virginia. The Traffic Operations Services include the Traffic Operation Center (TOC) Program and the Safety Service Patrol (SSP) Program, which are essential for ensuring efficient and safe transportation within the state.

Work Details
VDOT's Traffic Operations Services encompass several key areas:
1. **Traffic Operation Center (TOC) Program**: This includes monitoring traffic conditions, dispatching personnel for incident response, coordinating traffic information, managing traffic signals, and providing real-time travel information to users. TOCs operate 24/7 and are critical for incident management and emergency response.

2. **Safety Service Patrol (SSP) Program**: The SSP focuses on incident management by reducing congestion at incident scenes through quick response times. Core services include detecting incidents, minimizing their duration, clearing obstructions from roadways, establishing temporary traffic control for emergency responders, and providing assistance to motorists in need.

3. **Desired Outcomes**: VDOT aims to improve operational coordination within its agency and with other agencies, enhance service quality to meet public expectations for timely information, improve traffic management strategies including incident management and weather-responsive operations, and foster partnerships with local government agencies.

Period of Performance
The current contract has an initial five-year term that began on March 1, 2018. An optional two-year extension will commence on March 1, 2025.

Place of Performance
The services will be performed across various locations in Virginia where VDOT operates its Traffic Operations Centers.
