Background
The project involves the replacement of oil burners with gas boilers at Davis Hall, Southwest Virginia Community College, located in Cedar Bluff, Virginia. The college aims to enhance its heating system efficiency and reduce reliance on oil by transitioning to propane. This initiative aligns with the college's commitment to sustainability and cost-effectiveness in energy use.

Work Details
The scope of work includes:

1. Demolition of existing systems:
- One (1) 8,000-gallon underground fuel oil storage tank.
- One (1) 1,000-gallon underground propane storage tank.
- Two (2) 1250 MBH fuel oil boilers and associated hot water pumps.

2. Installation of new systems:
- One (1) 6,500-gallon underground propane storage tank to be placed in the location of the removed fuel oil tank.
- One (1) 1,300 MBH propane boiler.
- Associated hot water pumps for the new system.

Period of Performance
The contract work is expected to commence upon issuance of the Notice to Proceed. It must be completed within a specified timeframe as determined by the Owner, with substantial completion anticipated within thirty (30) days after that date.

Place of Performance
The work will be performed at Southwest Virginia Community College, specifically at Davis Hall located at 724 Community College Road, Cedar Bluff, Virginia 24609.

Bidder Requirements
Bidders must be registered vendors in eVA and comply with all applicable licensing requirements as per Virginia law. A Standard Commonwealth Bid Bond is required for bids exceeding $500,000. Contractors must also provide a Small Business Procurement Plan detailing participation by small businesses in their bid.
