Relocate Parallel Taxiway Section 3

Background
The Winchester Regional Airport Authority (WRAA) is seeking proposals from qualified firms for the Relocate Parallel Taxiway – Section 3 project at Winchester Regional Airport in Virginia. This project is part of a series aimed at relocating parallel Taxiway A to ensure a 400-foot separation from Runway 14-32. The project is funded in part by grants from the Federal Aviation Administration (FAA) and the Virginia Department of Aviation (DOAV). Award of the contract is anticipated for fall 2026, with construction expected to begin in 2027.

Work Details
The scope of work includes:

- Demolition of a portion of Taxiway A, including an end connector taxiway and sections of maintenance and south aprons;
- Relocation of Taxiway A;
- Construction of new bypass taxiways;
- Grading and drainage improvements;
- Installation of taxiway lighting and signage;
- Updating existing taxiway nomenclature/signage to comply with current FAA standards.

The project will be administered according to the specifications outlined in the project manual and associated plan sheets.

Period of Performance
The contract period is expected to commence upon award in fall 2026, with construction anticipated to occur throughout 2027.

Place of Performance
The work will be performed at Winchester Regional Airport, located at 491 Airport Road, Winchester, Virginia.

Bidder Requirements
Bidders must provide a minimum of three references for similar completed projects, demonstrate adequate facilities and financial capacity, possess a Virginia Contractor's license appropriate for the project class, and disclose any complaints or disciplinary actions filed with the Virginia Department of Professional and Occupational Regulation within the past three years. Additionally, bidders must maintain adequate liability insurance and workers' compensation insurance as required by law.
