Real Estate Lease - Halifax County

Background
The Commonwealth of Virginia, through its Department of General Services (DGS) and Division of Real Estate Services (DRES), is seeking to lease commercial space in Halifax County, VA for the Virginia Department of Health (VDH).
The goal is to provide suitable medical, retail, or office space for the Southside Health District. This Request for Proposal (RFP) outlines the requirements and evaluation criteria for potential landlords.

Work Details
The Tenant requires approximately 4,700 usable square feet of office, retail, or medical space. The proposal must include:
- A flat, full-service rental rate for the lease term and any option terms.
- Lease terms of either 60 or 120 months with options to extend for two additional five-year terms.
- Parking accommodations for 35 spaces included in the rent.
- Janitorial services five days a week.
- Compliance with ADA requirements and other applicable laws.
- Tenant improvements to be completed by the landlord in a turnkey condition after an approved space plan.
- Access to telecommunications infrastructure and rights for signage.

Period of Performance
The lease commencement date is sought no later than January 1, 2027, with proposals due by May 27, 2026.

Bidder Requirements
Proposers must ensure that they are registered in the Commonwealth’s accounting system and complete a Commonwealth Substitute W-9 form during lease negotiations.
The landlord must also comply with all applicable laws and regulations regarding environmental conditions.
