Background
Radford University, a comprehensive public university in Virginia with over 7,800 students, is seeking to establish a contract for a Learning Management System (LMS) through competitive negotiations. The university aims to enhance its teaching and learning capabilities by evaluating modern LMS solutions that support excellence in education and student engagement. This initiative is led by the Center for Innovative Teaching and Learning (CITL) and Information Technology Services (ITS), with input from faculty and academic leadership.

Work Details
The selected vendor will provide a SaaS-based LMS that is scalable, user-friendly, and capable of integrating with existing university systems. Key requirements include:

- Intuitive course design workflows that minimize unnecessary steps.
- Support for various instructional modalities including online, hybrid, and competency-based learning.
- Integration with tools such as Microsoft 365, Zoom, and Ellucian Banner.
- Robust reporting and analytics capabilities for data-informed decision-making.
- Compliance with accessibility standards (WCAG 2.1 Level AA).
- A structured implementation plan that includes migration from the current LMS (Brightspace) and training for faculty and students.

Period of Performance
The contract will be for five years with an option for five one-year renewals.

Place of Performance
The services will be performed at Radford University located at 801 East Main Street, Radford, Virginia 24142.

Bidder Requirements
Vendors must be registered with eVA to submit proposals. Participation of Small, Women-owned, and Minority-owned businesses (SWaM) is encouraged. Vendors must provide a plan for SWaM subcontracting if not classified as SWaM themselves.
