Project Management and Construction Management Services

Background
The County of Fairfax, Virginia, Department of Housing and Community Development (DHCD) is seeking Statements of Qualifications from professional consulting firms to provide project and construction management services under a Basic Ordering Agreement (BOA).
The goal is to support new projects and/or rehabilitation of existing housing and community development projects within the County.

Work Details
Selected firms will provide comprehensive project and construction management services, which include:
- Reviewing development potential of sites
- Developing and reviewing project budgets and schedules
- Managing the design phase
- Ensuring compliance with program requirements and constructability
- Managing the permit and bid process
- Negotiating with contractors
- Reviewing and awarding contracts
- Overseeing construction submittals
- Conducting quality control inspections
- Managing punch lists
- Overseeing project closeout
- Providing augmentation for professional staff.

The contract allows for up to four BOAs, each with a ceiling limit of $6,000,000 per year. The maximum contract amount for any single project under the BOA shall not exceed $2,500,000.

Period of Performance
The initial term of each BOA will be one year, with the option to renew for up to three additional one-year terms at the County's discretion. Services will be implemented on a task order basis as needed.

Place of Performance
The services will be performed within the geographic boundaries of Fairfax County, Virginia.
