Professional Land Surveying Services Annual Contract

Background
The City of Suffolk is seeking to establish a contract for professional land surveying services through competitive negotiations. The purpose of this Request for Proposal (RFP) is to hire a licensed land surveyor to provide surveying services for various projects required by different City departments during the contract period. The City aims to have one contractor available on an 'as needed' basis for these services.

Work Details
The contractor will provide a range of surveying services, which may include but are not limited to:
- boundary surveys
- subdivision plats
- topographic surveys
- plans and profile surveys
- digital terrain modeling
- aerial mapping
- right-of-way acquisition
- construction surveying.

All survey work must adhere to the minimum specifications set forth by the City, including being tied to the City of Suffolk Geodetic Control network and providing deliverables in specified digital formats. The contractor must ensure that all project deliverables define two State Plane Coordinate Systems and provide detailed definitions of curves and segments.

Period of Performance
The contract will commence on July 1, 2026, and continue through June 30, 2027. It may be renewed for up to four additional one-year periods through June 30, 2031.

Place of Performance
Services will be performed within the geographic boundaries of the City of Suffolk, Virginia.

Bidder Requirements
Bidders must be licensed as a Land Surveyor by the Commonwealth of Virginia. Proposals must comply with the Virginia Public Procurement Act and include all required forms such as Signature Sheet and Proprietary Information Identification. Additionally, bidders must demonstrate their capacity to perform similar work based on previous projects.
