Background
The Harrisonburg-Rockingham Regional Sewer Authority (HRRSA) is a political subdivision of the Commonwealth of Virginia, established to provide reliable, efficient, and affordable wastewater treatment services to its member localities. The HRRSA was created through the action of its member localities, which include the City of Harrisonburg and the County of Rockingham. It was chartered by the State Corporation Commission in 1970. The authority's facilities include approximately 21 miles of gravity sanitary sewer lines and the North River Wastewater Treatment Facility (WWTF), which operates an enhanced nutrient removal process with a capacity of 23 million gallons per day.

Work Details
HRRSA seeks proposals from qualified engineering firms to provide multi-discipline professional engineering services on an as-needed basis under a basic ordering agreement. Services may include consultation, study, cost estimates, investigation, design management, project management, construction management, and construction inspection. Specific categories for engineering services include:

1. Wastewater Treatment Design and Engineering Services:
- Influent Pump Station Improvements (Pump Replacement, Coarse Screen Replacement, Primary Clarification Improvements, Plant Electrical Gear Upgrades, SCADA System Upgrades)

2. Wastewater Collection/Transmission/Pumping:
- Sewer System Evaluation, Survey and Studies
- Sewer Interceptor and Manhole Renewal, Replacement and Repair
- Flow Capacity Monitoring and Planning
- Bridgewater Pump Station Improvements (Screening)

3. Process Support:
- Enhanced Biological Nutrient Removal
- Pretreatment Program Evaluation and Support
- Anaerobic Digestion/Co-Digestion Evaluation

4. General Engineering Services:
- Structural/Building Renovations & Improvements
- Construction Administration and Inspection Services
- Miscellaneous site plan review; surveying; geotechnical evaluations; specialty testing services.

Period of Performance
The contract will be effective for an initial term of twelve months from the date of award or until the cumulative total of fees for Project Task Orders reaches $8 million. HRRSA reserves the right to renew this contract for four additional twelve-month terms.

Place of Performance
The primary location for performance is at the North River Wastewater Treatment Facility located at 856 North River Road, Mount Crawford, Virginia 22841.

Bidder Requirements
Bidders must be organized or authorized to transact business in Virginia as per Title 13.1 or Title 50. They must provide their State Corporation Commission identification number in their proposal. Additionally, bidders are required to comply with anti-discrimination laws and certify that they do not discriminate against any employee or applicant based on race, religion, color, sex, national origin, age or disability.
