Professional Accounting Services - Indirect Cost Recovery and Fringe Rate Calculation

Background
The Commonwealth of Virginia's Department of Energy (Virginia Energy) is seeking to establish a contract for professional accounting services focused on the calculation of Fringe Rates and Indirect Cost Rates.
This initiative is part of Virginia Energy's ongoing efforts to manage grant and contract agreements with federal agencies, including the U.S. Department of Interior and the U.S. Department of Energy.
The goal is to recover indirect costs and fringe rates as mandated by state law and federal guidelines.

Work Details
The contractor will be responsible for developing a cost allocation plan and proposals for multiple rates for the recovery of indirect costs and fringe rate costs.
Key performance requirements include:
1. Completing a Fiscal Plan by December 1 each year, submitting it to the DOI and DOE, with a proposed Final Rate for the previous fiscal year ending June 30.
2. Negotiating multiple indirect cost rates by July 1 each fiscal year.
3. Providing a work plan within four weeks after contract signing, outlining specific objectives and tasks.
4. Delivering draft proposals for review by November 15 each fiscal year.
5. Ensuring all work complies with U.S. Office of Management Circulars A102 and A87.

Period of Performance
The initial period of performance is from November 1, 2024, through October 31, 2025, with options to renew for four successive one-year periods.

Place of Performance
The services will be performed at the Department of Energy located at 3405 Mountain Empire Rd., Big Stone Gap, VA 24219.
