PR2359-359-25 Re-Bid NRHA Renovations to Sykes Midrise Apartments

Background
The Norfolk Redevelopment and Housing Authority (NRHA) is initiating a renovation project for the Sykes Midrise Apartments, a four-story building with approximately 70,720 square feet. This project is part of HUD’s Rental Assistance Demonstration (RAD) program, aimed at modernizing and enhancing affordable housing for senior residents. Virginia Housing is providing a 4% Low-Income Housing Tax Credit (LIHTC) grant to support the renovations. The goal is to preserve affordable housing while improving living conditions through comprehensive modernization and adherence to sustainability standards.

Work Details
The scope of work includes all supervision, labor, materials, and equipment necessary to fully renovate the Sykes Midrise Apartments as part of NRHA’s RAD conversion effort. Key renovation areas include: kitchens, bathrooms, living rooms, bedrooms, common areas, windows, HVAC systems, plumbing, electrical systems, and roofing.

Specific tasks involve replacing roofs with White EPDM single-ply membranes; installing energy-efficient appliances including Energy Star refrigerators; renovating bathrooms with roll-in showers; replacing flooring with luxury vinyl tile; and ensuring compliance with accessibility standards such as the Uniform Federal Accessibility Standards (UFAS). The project will be phased to minimize disruption to residents, with no more than 26 units undergoing renovation at one time. All work must comply with the 2024 Virginia Housing Minimum Design and Construction Requirements (VHMDCR).

Period of Performance
The renovations are scheduled to begin in December 2024 and are expected to be completed in phases.

The renovations will take place at Sykes Midrise Apartments located at 555 East Liberty Street, Norfolk, Virginia.
