PR2337-337-25 Landscaping and Grounds Maintenance at Bobbitt, Sykes and Huntersquare Midrise

Background
The Norfolk Redevelopment and Housing Authority (NRHA) is seeking a qualified lawn care contractor to provide Landscaping and Grounds Maintenance Services at Bobbitt, Sykes, and Huntersquare Midrises. NRHA is a political subdivision created under Virginia law to provide affordable housing and related services to low-income families in Norfolk.

The goal of this contract is to maintain healthy and attractive grounds at these locations, which serve disabled and elderly residents.

Work Details
The contractor will be responsible for a full-service lawn maintenance program that includes:
- Mowing lawns to a height of 2 to 2.5 inches
- Edging all borders with each mowing
- Mulching landscape beds with color-enhanced walnut mulch
- Installing and maintaining seasonal color plantings
- Trimming around plant beds, trees, and structures
- Weeding using pre and post-emergent herbicides
- Fertilizing turf grass once a year following Virginia Cooperative Extension recommendations
- Leaf removal from all grounds during the fall season
- Responding to additional work requests as needed.

Specific properties include Bobbitt Midrise (5920 Popular Hall Drive), Huntersquare (825 Goff Street), and Sykes Midrise (555 Liberty Street). The contractor must ensure compliance with all applicable laws, maintain equipment in good condition, and notify NRHA of any damage caused during work.

Period of Performance
The contract will have a base period of five years with four one-year options for renewal. The contractor will be notified approximately 90 days prior to the end of each contract year whether an option year will be exercised.

Place of Performance
Services will be performed at Bobbitt Midrise (5920 Popular Hall Drive), Huntersquare (825 Goff Street), Sykes Midrise (555 Liberty Street), and potentially other NRHA properties within the City of Norfolk, VA.
