Powhatan Lakes Dam Repairs

Background
The Department of Wildlife Resources in Richmond, Virginia is seeking sealed bids for storm damage repairs to the Upper and Lower Powhatan Lakes Dams located in Powhatan County, VA. The Upper Powhatan Creek Dam was rebuilt in 2008 and is primarily an earthen dam situated on a watershed area that includes forested lands and some residential areas.

The Lower Powhatan Dam is also an earthen dam with a watershed area mainly consisting of undeveloped forested land. The goal of this contract is to restore the integrity of these dams following storm damage.

Work Details
The work involves several key tasks:
1) Removal of a damaged concrete wall and volunteer vegetation at the Lower Powhatan Dam;
2) Replacement of rip rap at both dam sites;
3) Installation of grouted riprap;
4) Concrete grouting under the existing spillways at both dams.

The project specifications detail construction staging, erosion and sediment control, seeding and stabilization measures, as well as access and staging areas for the work.

Period of Performance
The contract period will commence upon issuance of the Notice to Proceed and is expected to be completed within thirty (30) days after substantial completion, with specific timelines outlined in the bid documents.

Place of Performance
The work will be performed at the Upper and Lower Powhatan Lakes Dams located on Stegers Creek, Northwest of Powhatan Courthouse, near U.S. Route 60 in Powhatan County, Virginia.

Bidder Requirements
Bidders must be registered vendors in eVA and comply with all licensing requirements as specified under Virginia law. A Bid Bond is required for bids exceeding $100,000.

Bidders must also provide a Small Business Procurement Plan indicating their proposed percentage of participation by small businesses in the Total Base Bid amount.
