Portsmouth Traffic Signal Upgrades, ATMS 5

Background
The City of Portsmouth is issuing this Invitation for Bids (IFB) for the Portsmouth Traffic Signal Upgrades, ATMS 5 project, aimed at enhancing the city's traffic management capabilities.
The project is part of the Advanced Traffic Management System (ATMS) Phase 5 initiative, which focuses on upgrading and expanding existing traffic signal systems to improve efficiency and safety in the region.

Work Details
The project includes the following key components:
1. Installation of 25 traffic signal improvements.
2. Expansion of fiber optic communications infrastructure, including approximately 6.4 miles of fiber optic cable installed in trenched and bored conduit.
3. Installation of Intelligent Transportation System (ITS) devices, such as closed-circuit television (CCTV) cameras, to enhance traffic management capabilities.
4. Upgrading 7 isolated signals from existing span wire configurations to mast arm configurations with City-standard equipment and communications to reduce maintenance time and utilize remote capabilities.

Period of Performance
The contract period will commence from the date of Notice to Proceed and will last for 365 calendar days.

Place of Performance
All work will be performed in Portsmouth, Virginia.

Bidder Requirements
Bidders must be VDOT pre-qualified and registered as contractors under Title 2.2 Chapter 43 of the Code of Virginia.
A bid security amounting to five percent (5%) of the total bid must accompany each submission.
Bidders are also required to comply with M/WBE goals set by the City of Portsmouth, with a DBE goal for this project set at 9%.
Additionally, bidders must complete a W-9 form and submit it with their bid response.
