Polishing Pond Dewatering

Background
The NRV Regional Water Authority is seeking bids for the removal, dewatering, and disposal of settled solids from the water treatment plant polishing pond. This work is critical to maintaining compliance with environmental regulations and ensuring the effective operation of the water treatment facility. The polishing pond has been in use since 1975 and last had sludge removed in 2014, necessitating this project to address accumulated solids.

Work Details
The contractor will be responsible for the following tasks:

1. Mobilization and demobilization of equipment and personnel.

2. Removal of sludge from the polishing pond, including dewatering and disposal at an approved landfill. The contractor must ensure that the sludge cake meets landfill requirements, including passing a Toxicity Characteristic Leaching Procedure (TCLP) test and a paint filter test.

3. Testing and permitting related to sludge disposal must be conducted, including all necessary documentation for compliance with environmental regulations.

4. Restoration of the site post-operation to its original condition, including cleanup of any spills or damages caused during the process.

Period of Performance
The project is expected to commence after bid acceptance and is anticipated to take several weeks, with specific timelines for each phase outlined in the bid proposal.

Place of Performance
The work will be performed at the NRV Regional Water Authority's water treatment plant located at 155 Walton Road, Radford, VA 24141.

Bidder Requirements
Bidders must be licensed as Class A contractors in Virginia and provide evidence of qualifications, including experience in similar projects. Bidders are required to submit a certified check or bid bond equal to 5% of their total bid amount as security. Additionally, all personnel working on-site must pass background checks.
