Background
The Piedmont Geriatric Hospital (PGH) is undertaking a project to upgrade the fire alarm systems in Buildings 15 and 29. This project aims to enhance the safety and security of the facility by integrating the fire alarm system with existing security and access control systems, facilitating a Defend-in-place Egress strategy. The contract is issued by the Commonwealth of Virginia's Department of General Services.

Work Details
The scope of work includes upgrading the fire alarm systems in PGH Building 15 and Building 29, as detailed in the contract documents. Specific tasks include:
- Installation of a new fire detection and voice evacuation system for Building 15.
- Installation of an addressable fire detection and alarm system for Building 29.
- Compliance with all relevant codes and standards as outlined in the specifications.
- Coordination with existing security systems to ensure seamless integration.

Period of Performance
The contract requires substantial completion within 240 consecutive calendar days from the issuance of the Notice to Proceed. Final completion is expected within 30 days after substantial completion.

Bidder Requirements
Bidders must be registered vendors in eVA and provide a Bid Bond if their bid exceeds $500,000. Contractors must be licensed as either Class A or Class B contractors in Virginia depending on the total value of their bids. A Small Business Procurement Plan is required, indicating a minimum small business participation rate of 52%. Bidders must also certify compliance with drug-free workplace requirements.
