Pavement Condition Index (PCI) Surveys

Background
Arlington County, Virginia is seeking qualified contractors to perform Pavement Condition Index (PCI) Surveys as part of their efforts to assess the condition of the County's pavement system.

The goal is to collect detailed data on various distress factors affecting the pavement, which will inform maintenance and repair strategies. This contract aligns with the County's mission to maintain safe and efficient transportation infrastructure.

Work Details
The Contractor shall conduct a detailed field survey covering approximately 1059 lane miles of the Arlington County pavement system.

The survey will include the collection and recording of data on various distress factors, including:
- Ride Quality
- Transverse Cracking
- Alligator Cracking
- Longitudinal Cracking
- Edge Cracking
- Potholes
- Raveling/Streaking
- Wash-boarding/Shoving
- Bleeding/Flushing
- Crown.

Data must be recorded on a standard report form approved by the County Project Officer. The Contractor is responsible for quality control of the collected data through arbitrary field inspections conducted by the County. The automated pavement condition survey must adhere to ASTM D6433-11 standards, with condition scores ranging from 0 (failed) to 100 (perfect condition). Deliverables include a spreadsheet with segment IDs and corresponding PCI values, digital copies of survey results including photos and reports, all in an unlocked format for County access.

Period of Performance
The Contractor shall complete the PCI survey within forty-five (45) calendar days from contract execution by the County, but no later than November 4, 2024.

Place of Performance
The work will be performed throughout Arlington County, Virginia.
