Background
Fairfax County is soliciting pre-bid qualifications for the construction of the Patrick Henry Library and Garage, located at 101 Maple Avenue East, Vienna, Virginia 22180. The project aims to enhance community resources by replacing an existing library and adding a new parking garage. The project will be executed in two phases, with only prequalified firms eligible to submit bids. The anticipated cost for this project is approximately $24.5 million.

Work Details
The project includes two construction phases:

Phase 1 involves the interior fit-out of a temporary library within an existing 2,800 square feet leased retail space. This phase includes interior demolition, modification of the layout, installation of doors, finishes, plumbing, electrical systems, HVAC equipment/ductwork, new casework, systems furniture, and signage.

Phase 2 consists of demolishing a 13,500 square feet single-story building and constructing a new 19,000 square feet library designed to meet LEED Gold and Net Zero Energy standards. This phase also includes the design and construction of a three-story parking garage with a total area of 97,000 square feet. Additional features include solar tubes, a glass-enclosed corner area, an outdoor plaza with a canopy, geothermal heating/cooling systems, photovoltaic solar panels on the garage, salvaging memorial benches, and brick paver sidewalks. The contract will also cover demolition and salvage activities related to the temporary library.

Period of Performance
The overall construction duration is planned to be approximately 27 months. The general contract is expected to be advertised for bid in December 2024 with bid openings scheduled for January 2025. Construction is anticipated to start in Winter 2025.

The work will be performed at two locations: Phase 1 at Cedar Ln Unit 06, Vienna VA 22180 and Phase 2 at 101 Maple Avenue East, Vienna VA 22180.
