Parking Lot Repairs/Patching/Sealcoating at Virginia ABC Headquarters and Distribution Center campus

Background
The Virginia Alcoholic Beverage Control Authority (Virginia ABC) is an independent political subdivision serving the Commonwealth of Virginia, focusing on public safety and the regulated sale of alcohol. The agency aims to ensure responsible consumption while generating revenue for state programs. This contract seeks to address maintenance needs for the parking lots at their Headquarters Office and Distribution Center located at 7450 & 7452 Freight Way, Mechanicsville, VA 23116.

Work Details
The contractor will provide all labor, tools, materials, supplies, and on-site supervision to patch, crack fill, and seal coat the parking lots totaling 110,160 square feet. Specific tasks include:

A. Implementing barricades to cordon off work areas.
B. Cleaning asphalt surfaces using power brooms and blowers.
C. Removing vegetation from cracks and applying herbicide.
D. Filling cracks with appropriate sealant products.
E. Applying sealcoat in two applications per industry standards while ensuring compliance with local, state, federal, and EPA regulations. Vendors must submit comprehensive product information with their bids.
F. Executing work in stages to facilitate traffic flow during operational hours (5:00 AM - 11:00 PM) or on weekends.
G. Ensuring equipment is maintained to prevent runoff contamination.
H. Providing valid Contractor’s licenses for all involved parties.
I. Submitting a Certificate of Insurance identifying the work location as the certificate holder.

Period of Performance
The desired service date is between June 9, 2025 – July 8, 2025.

Virginia Alcoholic Beverage Control Authority Headquarters Office and Distribution Center located at 7450 & 7452 Freight Way, Mechanicsville, VA 23116.

Bidder Requirements
Bidders must be licensed with the Virginia Department of Professional and Occupational Regulation (DPOR) and insured for this work. They must also be eVA registered prior to bid submission and provide a valid Contractor's license along with a Certificate of Insurance (COI). Attendance at a mandatory pre-bid conference is required.
