Parking Lot Repairs/Patching/Sealcoating at Virginia ABC Headquarters and Distribution Center campus

Background
The Virginia Alcoholic Beverage Control Authority (Virginia ABC) serves the Commonwealth of Virginia as an independent political subdivision and one of 11 public safety agencies. The Authority administers ABC laws with a focus on public safety, ensuring an orderly and regulated system for the sale and consumption of alcohol. Virginia ABC is a significant revenue producer for the Commonwealth, contributing to various state programs since its establishment in 1934.

The purpose of this Invitation for Bids (IFB) is to solicit bids from qualified contractors for parking lot repairs at the Virginia ABC Headquarters Office and Distribution Center.

Work Details
The contractor shall provide all labor, tools, materials, supplies, and on-site supervision to patch, crack fill, and seal coat the parking lots located at 7450 & 7452 Freight Way, Mechanicsville, VA 23116. The total area to be serviced is 110,160 square feet. Specific tasks include:

- Implementing barricades to ensure public safety;
- Cleaning asphalt surfaces;
- Removing vegetation from cracks;
- Filling cracks with appropriate sealant products;
- Applying sealcoat in two applications according to industry standards;
- Executing work in stages to maintain traffic flow;
- Ensuring equipment is maintained to prevent runoff;
- Providing a valid Contractor’s license and Certificate of Insurance.

Period of Performance
The desired service date is between June 9, 2025 – July 8, 2025.

Bidder Requirements
Bidders must be licensed with the Virginia Department of Professional and Occupational Regulation (DPOR) and insured. Attendance at a mandatory pre-bid conference on May 12, 2025, is required for bid submission. Bidders must also be registered with eVA prior to the closing date of this solicitation.
