Background
The Paradise Creek Bridge Replacement project is initiated by the City of Portsmouth, Virginia, to replace the existing structurally deficient and functionally obsolete bridge over Paradise Creek along Virginia State Route 239 (Victory Boulevard). The project aims to maintain a reliable crossing for commuter traffic, local residents, and emergency operations.
