P296-24-Kl - Gift Card Distribution Program

Background
The City of Portsmouth, Virginia is issuing this Request for Proposal (RFP) to solicit proposals from registered nonprofit organizations to manage and distribute approximately $317,000 in gift cards of various denominations.

The goal is to assist eligible residents of Portsmouth who require additional support. The selected nonprofit(s) will be responsible for ensuring an equitable and efficient distribution process within the city.

Work Details
The contractor must develop or utilize an established distribution program to ensure efficient delivery of gift cards exclusively to verified Portsmouth residents.

Distribution is set to begin on December 2, 2024, and must be completed by June 30, 2025. The contractor is required to document recipient eligibility and maintain adequate liability insurance.

Monthly reporting in Excel format is required, detailing recipient information, total cards distributed, and remaining cards. The contractor must also ensure quality control over all services provided under the contract.
