Background
The Virginia Community College System (VCCS) is issuing this Request for Proposals (RFP) to solicit sealed proposals from qualified offerors to establish one or more contracts through competitive negotiation.
The goal is to provide workforce development programs, continuing education courses, and focused training for adult learners across its 23 colleges and 40 campuses in Virginia.
This initiative aims to cater to a diverse student population, including traditional college students and adult learners pursuing new job skills.

Work Details
The Successful Offeror shall furnish all necessary services including labor, materials, supervision, equipment, and related items necessary for the following:
1. Provide workforce development programs tailored to local labor markets.
2. Develop continuing education courses that cater specifically to adult learners.
3. Customize online learning platforms for individual community colleges, including customizable webpages, marketing strategies, student identifiers, and support provisions.
4. Host curriculum on a platform that integrates with the college’s Learning Management System and Workforce Enterprise System.
5. Ensure student registration processes are efficient and include invoicing/payment terms.
6. Offer online training courses leading to industry-recognized certificates in various fields such as Business Development, Healthcare, IT, Cybersecurity, Languages, and Personal Enrichment.
7. Provide high-quality curriculum materials available in electronic format upon request by colleges.

Period of Performance
The contract term is five (5) years with five (5) one-year renewals at the sole option of VCCS or as negotiated.

Place of Performance
Services will be performed across various locations within the Commonwealth of Virginia as required by the VCCS.

Bidder Requirements
Offerors must be registered with Virginia’s Electronic Procurement Solution (eVA).
They must demonstrate experience working with community colleges in providing continuing education and workforce development education for adult learners.
Additionally, they should comply with all applicable laws and regulations regarding privacy and data security.
