On-Call Landscape Bed Maintenance RFP (2026001-PW-P)

Background
The City of Harrisonburg, Virginia is issuing this Request for Proposal (RFP) to solicit sealed proposals from qualified vendors to provide landscape bed maintenance services for the Department of Public Works.

The mission of the Public Works Department is to enhance the quality of life for citizens by providing efficient public services and maintaining the City's infrastructure. The City has 41 landscape bed locations and reserves the right to add or remove locations as needed. The anticipated contract start date is September 1, 2025.

Work Details
The contractor will be responsible for all labor, equipment, materials, tools, and transportation necessary for landscape bed maintenance. Key services include:
1. **Mulching**: Apply bulk shredded hardwood mulch at a depth of 3" to 4" around trees, shrubs, and planters, with re-mulching in spring and fall as determined by the City.
2. **Clean Up / Cut Back**: Prune shrubs and cut back perennial/annual plants as needed while removing debris at no cost to the contractor.
3. **Weed Control**: Maintain beds weed-free using manual control methods.
4. **General Area Cleaning**: Remove litter and debris during scheduled work times.
5. **Watering**: Water all plant materials less than one year old and trees less than two years old, ensuring they receive 1" of water per week. Access to water will be provided at no cost at the City’s Recycling Convenience Center.
6. **Supplemental Watering**: Respond to requests for additional watering during extreme heat or drought within five business days.
7. **Add/Remove Services**: The City may modify services or locations during the contract term.

Period of Performance
The contract will commence on September 1, 2025, with maintenance activities expected between March 1 and October 31 each year.

Place of Performance
Services will be performed at various landscape bed locations throughout the City of Harrisonburg, Virginia.

Bidder Requirements
Bidders must have a minimum of three years' experience in providing similar services and must submit a proposal that includes qualifications and references. Contractors must ensure compliance with all local licensing requirements and provide proof of insurance as specified in Attachment G.
