On-Call Consulting Services

Background
The Hampton Roads Planning District Commission (HRPDC) is soliciting proposals from qualified Offerors to establish multiple on-call consulting services contracts. The HRPDC represents 17 local governments in the Hampton Roads region and operates under the Virginia Regional Cooperation Act to promote collaboration among local governments.

The goal of these contracts is to enable the HRPDC to respond quickly to emerging initiatives and directives through task orders that document the scope of work, period of performance, and fees.

Work Details
The services under this contract will be provided on a task order basis and are grouped into four Task Groups:
1) Policy, Regulatory, and Planning Analysis;
2) Environmental and Natural Resources Policy and Compliance;
3) Integrated Data and Technology Services;
4) Emergency Management & Resilience Planning.

Each Task Group includes specific tasks such as policy analysis, environmental compliance support, data analysis, GIS services, risk modeling, and resilience planning. The Organization makes no commitment or guarantee regarding the number or value of services authorized under these contracts.

Period of Performance
The contract will have a performance period of approximately 12 months with the possibility of up to four consecutive 12-month renewals.

Place of Performance
The services will be performed within the Hampton Roads region of Virginia.

Bidder Requirements
Offerors must comply with all terms outlined in the RFP. There are no specific set-aside certifications mentioned for this solicitation.
