Background
Region 14 Education Service Center (Region 14 ESC) is seeking to establish a contract for Business and IT Consulting and Advisory Services. The goal of this Request for Proposal (RFP) is to provide a comprehensive competitively solicited contract that offers products and services to public agencies, aiming to achieve cost savings and reduce administrative overhead through a single competitive solicitation process.

Region 14 ESC serves over 50,000 students across 42 school districts in Rural West Texas, delivering services to more than 3,900 educators and over 200 administrators. The resultant contract will be made available nationally through OMNIA Partners' cooperative purchasing program, allowing various public agencies to benefit from the purchasing power and efficiencies created by this collaboration.

Work Details
The contract will encompass a wide range of Business and IT Consulting and Advisory Services including but not limited to:
- **Business Management Consulting**: Strategic Public/Private Partnerships, Airport Management, Community Planning, Election Management, Organizational Design, Risk Management, Tax Consulting, Transit Operations.
- **Program Consulting and Professional Services**: Business Process Improvement, Customized Training, Leadership Development, Project Management.
- **IT Consulting**: Applications for Information and Communication, AI Advisory Services, Data Analytics Strategy, Financial Management Software, Security Assessment.

Respondents are encouraged to propose innovative solutions that can save public agencies time and money while improving service effectiveness.

Period of Performance
The contract term is set for three (3) years with the possibility of renewal for up to two (2) additional one-year terms.

Place of Performance
The services will be performed primarily in Texas but are available nationally through OMNIA Partners' cooperative purchasing program.

Bidder Requirements
Bidders must comply with specific requirements including registration with OMNIA Partners as a Participating Public Agency. They must also provide documentation affirming compliance with Texas Government Code regarding boycotting Israel and engaging in business with foreign terrorist organizations. Additionally, suppliers must maintain appropriate insurance coverage as specified in the RFP.
