Northern Virginia Clean Water Partners Social Marketing Services

Background
The Northern Virginia Regional Commission (NVRC) is soliciting proposals from qualified individuals or firms to serve as an independent consultant for the development and implementation of a comprehensive social marketing strategy for the Northern Virginia Clean Water Partners (NVCWP).

The NVCWP is a coalition of local governments, drinking water and sanitation authorities, schools, and businesses focused on reducing pollution from stormwater runoff to protect local waterways. NVRC has been coordinating efforts for over 20 years to educate residents on pollution reduction behaviors. The goal of this contract is to enhance public education and outreach through various marketing strategies.

Work Details
The Contractor will provide social marketing services over a 12-month period, which includes:
1. Developing a Social Marketing Strategy that builds upon existing campaigns, including creating a year-long content schedule with at least two original posts per week across social media platforms (Facebook, Instagram/Threads, X), and developing an ad purchase strategy with a budget of approximately $2000 per month.
2. Implementing the Social Marketing Strategy by posting approved content and monitoring metrics such as engagement and website traffic.
3. Developing and distributing quarterly e-newsletters that share tips and resources related to stormwater pollution reduction.
4. Producing new educational materials for community engagement, including postcards and trifolds that can be distributed at events.

Period of Performance
The contract will commence upon execution of the agreement and will last for one year, with an option for one additional year of renewal.

Place of Performance
The services will be performed in Northern Virginia.
