Background
The Passenger Boarding Bridge Replacement Project (Gate B1) is being conducted for the Peninsula Airport Commission at Newport News Williamsburg Airport. The project aims to replace the existing passenger boarding bridge to enhance airport operations and improve passenger experience. Talbert & Bright Engineering & Planning Consultants are responsible for preparing the technical specifications and contract documents.

Work Details
The contractor will be responsible for the complete construction and installation of a new passenger boarding bridge, including all necessary labor, materials, equipment, tools, transportation, and supplies. Specific components include:
- Low-Voltage Electrical Power Conductors and Cables
- Grounding and Bonding for Electrical Systems
- Conduit for Electrical Systems
- Passenger Boarding Bridge
- Direct Expansion Point of Use Preconditioned Air Unit
- Solid State Frequency Converter
- Aircraft Ground Power Cable
- Overbridge Device.

The contractor must also ensure compliance with all safety regulations and maintain traffic flow during construction.

Period of Performance
The contract work is expected to commence upon issuance of the Notice to Proceed and must be completed within a specified timeframe as outlined in the proposal forms. The exact duration will be determined based on the awarded bid.

Bidder Requirements
Bidders must demonstrate competency by providing evidence of past experience on similar projects, a list of available equipment, and key personnel qualifications. Financial responsibility must be evidenced through certified statements or reports from a public accountant. Bidders should also be prequalified with the State Highway Division if applicable.
