Background
The Fairfax County Government is seeking proposals from qualified offerors to establish contracts for overseeing the coordination and implementation of Neighborhood Initiatives (NI), previously known as Neighborhood Improvement Projects (NIP).
The goal of these initiatives is to enhance community health outcomes by providing services and support within designated neighborhoods, focusing on collaboration between public/private providers, community organizations, and residents. The initiative aims to improve social well-being, economic stability, and access to resources for underserved or marginalized areas.
Work Details
The contract will involve managing two Neighborhood Centers: the Herndon Neighborhood Center located at 1086 Elden Street, Herndon, VA 20170, and the Sacramento Neighborhood Center at 8792 Sacramento Drive, Alexandria, VA 22309.
Services provided will include community and social services such as ESL classes, employment training, technology programming for youth and adults, prevention programs for families, legal assistance, food access, housing assistance, and a Computer Technology Program (CTP). Additionally, the contractor will be responsible for general operations including data collection for performance evaluation and collaboration with County staff for service appropriateness.
Other responsibilities include conducting community assessments to identify needs and strengths, developing community-driven programs in partnership with the County and FCRHA, mobilizing local resources, establishing community priorities related to NI goals, engaging local stakeholders in educational initiatives that connect youth to career opportunities, and managing volunteer networks. Specific requirements also include adjusting operating hours based on community needs and developing sustainability plans.
Period of Performance
The contract period is expected to commence upon award and continue through July 21, 2025.
Place of Performance
Services will be performed at the Herndon Neighborhood Center in Herndon and the Sacramento Neighborhood Center in Alexandria. Additional outreach may occur within surrounding communities as necessary.
Bidder Requirements
Offerors are encouraged to include People with Lived Experience (PWLE) as part of their proposed staff/consultants. There are no minimum employee requirements specified; however, a staffing plan must be submitted detailing staff distribution for each initiative. Offerors must also comply with all relevant licensing agreements with Fairfax County.
