Description

Background
The Commonwealth of Virginia's Department of Environmental Quality (DEQ) is issuing this Request for Proposals (RFP) to establish a term contract for compliance review and analysis services related to the Municipal Separate Storm Sewer System (MS4) Chesapeake Bay Total Maximum Daily Load (TMDL) Nutrient Reduction Action Plans.

The goal is to ensure that MS4 permittees in the Chesapeake Bay watershed comply with their TMDL Action Plans aimed at reducing Total Nitrogen (TN) and Total Phosphorus (TP) loads, thereby supporting the DEQ's mission of protecting Virginia's environment.

Work Details
The contractor will provide the following services:
1. Review CB TMDL Action Plans and annual status reports from MS4 permittees to evaluate compliance with TN and TP reduction requirements.
2. Develop a compliance tracking system to monitor permittee progress.
3. Draft a compliance status report summarizing permittee progress.
4. Identify necessary revisions to update DEQ Guidance Memo GM-20-2003.
5. Create tools and Standard Operating Procedures for new permittees to assist in compliance with TN and TP reduction requirements.

The contractor must also communicate deficiencies identified during reviews, assist in revising plans, and refer non-compliant permittees to DEQ for enforcement action if necessary.

Period of Performance
The initial contract period is one year, with four optional one-year renewal periods.

Place of Performance
Services will be performed statewide for MS4 permittees located within the Chesapeake Bay watershed.
