MMCAP - RFP #35751 - Brand Pharmaceuticals and Brand Name Over the Counter Products

Background
The Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP) is a cooperative group purchasing organization operated by the State of Minnesota's Department of Administration. MMCAP contracts for pharmaceutical products and healthcare services across the United States, serving state agencies and political subdivisions. This Request for Proposals (RFP) is aimed at obtaining proposals for BRAND pharmaceuticals and BRAND over-the-counter (OTC) products from manufacturers. The goal is to ensure that these products are ordered and delivered to MMCAP Members through contracted pharmaceutical wholesalers, specifically AmerisourceBergen Drug Corporation (Cencora), Cardinal Health 110 and 112, and Morris & Dickson Co.

Work Details
Responders are required to submit proposals for BRAND pharmaceuticals and/or BRAND OTC products. The RFP specifies that all proposed products must be available in the marketplace, listed within First Databank, and viewable in the MMCAP Authorized Wholesalers' ordering systems by the contract effective date.

Products excluded from this solicitation include compounded pharmaceuticals, certain nutritional supplements, homeopathic products without active ingredients, multisource/generic pharmaceuticals, and off-brand/generic OTCs. Responders must have a contractual relationship with at least two of the three Authorized Wholesalers unless otherwise approved by MMCAP. Additionally, all responders must negotiate terms and submit exceptions to the MMCAP Sample Agreement as part of their proposal.

Period of Performance
The anticipated duration of contracts resulting from this RFP is four (4) years with an option to extend for an additional three (3) years at MMCAP's discretion.

Place of Performance
The contract will be performed in various locations as determined by the needs of MMCAP Members across all fifty states.

Bidder Requirements
Responders must comply with Good Manufacturing Practices (cGMP) and be compliant with the Drug Supply Chain Security Act (DSCSA). They must also agree to fixed pricing for the first twelve months of the contract and provide a 3% administrative fee on all contracted items.

Responses must include a checklist confirming compliance with these requirements along with necessary certifications regarding lobbying and workforce declarations.
