Microtransit_Paratransit SaaS

Background
The Greater Lynchburg Transit Company (GLTC) is the primary public transportation provider for the Lynchburg region, operating as a not-for-profit public service corporation owned by the City of Lynchburg. GLTC aims to provide efficient transit services, including microtransit, paratransit, and deviated fixed-route services.

This Request for Proposals (RFP) seeks to establish a contract for a Software-as-a-Service (SaaS) solution that will support the operations of transit agencies within this Consortium.

Work Details
The selected contractor will be responsible for providing, implementing, and supporting a SaaS platform tailored for transit operations. This includes features necessary for managing microtransit and paratransit services, as well as deviated fixed-route services.

The software must be capable of integrating with existing systems used by GLTC and other agencies in the Consortium. Ongoing support and maintenance of the software platform are also required to ensure continuous operation and updates.

Period of Performance
The contract period is anticipated to begin with the issuance of initial purchase orders on September 11th, 2026, following proposal evaluations from July 13th to July 31st, 2026.

Place of Performance
The services will primarily be performed at the Greater Lynchburg Transit Company headquarters located at 419 Bradley Drive, Lynchburg, VA 24501.

Bidder Requirements
Bidders must provide evidence of their qualifications and experience in delivering SaaS solutions specifically for transit operations. They should include at least three professional references from past clients.

Additionally, bidders must certify their status as a Small, Women-owned or Minority-owned Business Enterprise (SWAM) or Disadvantaged Business Enterprise (DBE) if applicable.
