Background
Virginia Union University (VUU) is a premier liberal arts urban institution dedicated to preparing students and developing future leaders. The university, rooted in its African American heritage, aims to provide a nurturing and intellectually stimulating environment that fosters moral values and lifelong learning.

The 2022-2032 Campus Master Plan outlines a strategic vision to enhance VUU's infrastructure, student experience, and community impact through various development initiatives.

Work Details
The selected partner will be responsible for implementing the Campus Master Plan, which includes:

1. Academic and Student Life Enhancements: Renovation of academic buildings, improvement of classroom technology, and expansion of student life facilities including residence halls and wellness spaces.

2. Campus Infrastructure: Construction of new academic, residential, and recreational buildings such as a Sports Arena and an Innovation Hub; enhancements to pedestrian pathways and campus safety; improved landscaping.

3. Housing: Expansion of on-campus housing with modernized dormitories and community areas.

4. Community Engagement: Strengthening ties with the North Richmond community through land development and partnerships.

5. Sustainability: Implementing maintenance strategies for historic buildings and integrating sustainable design in new developments.

6. Phased Development: A structured approach to implementing upgrades over short-term, mid-term, and long-term phases.

Period of Performance
The contract will commence upon selection of the developer with an anticipated timeline spanning from 2025 to 2032 for the full implementation of the Campus Master Plan.

Place of Performance
The work will be performed at Virginia Union University located in Richmond, Virginia.

Respondents must demonstrate their qualifications by providing evidence of financial resources, experience in similar projects, and compliance with local business certifications such as minority-owned or women-owned business status as certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD).
