Local Special Education Staffing Services

Background
The Spotsylvania County Public Schools (SBCS) is seeking proposals for Local Special Education Staffing Services to support its mission of providing quality education to approximately 24,000 students across various educational institutions.

The goal of this contract is to establish multiple contracts with qualified local vendors to provide flexible and responsive special education services that meet the needs of students with disabilities, ensuring compliance with the Rehabilitation Act of 1973 and the Individuals with Disabilities Education Act (IDEA).

Work Details
The contractor will provide specialized staffing services including but not limited to:
- Applied Behavior Analysts (must be board certified)
- Registered Behavior Technicians

The services will include early identification, prevention, intervention, counseling, and support aimed at reducing barriers to education. The contractor must furnish temporary personnel available to work at varying locations within the school district. All personnel must have current Virginia licenses and undergo background checks. The contractor is responsible for maintaining all personnel records and ensuring compliance with federal and state laws regarding employment.

Specific tasks include:
- Screening and evaluations as required by SBCS.
- Implementation of services outlined in Individualized Educational Programs (IEPs).
- Participation in IEP meetings and collaboration with educational staff.
- Documentation of student progress towards IEP goals.

Period of Performance
The contract will have an initial term of one year from the Notice to Proceed, with options for four additional one-year renewals.

Place of Performance
Services will be performed within Spotsylvania County Public Schools, specifically at various school locations including elementary schools, middle schools, high schools, and other educational facilities.

Bidder Requirements
Offerors must have a home-based office within 75 miles of Fredericksburg, VA. Proposals must include a fixed hourly labor rate for services provided. Offerors are required to conduct criminal history background checks on all potential employees prior to placement. Additionally, Offerors must submit documentation including a State Corporation Commission form, Certificate of Compliance involving crimes against children, insurance requirements documentation, vendor information form, proposed cost structure, and a statement of intent to perform work without subcontracting.
