Leigh St Water Treatment Plant Expansion Project

Background
The Halifax County Service Authority is seeking bids for the construction of improvements to the Leigh St Water Treatment Plant located in South Boston, Virginia. The goal of this project is to expand the water treatment plant's capacity and enhance its operational efficiency, ensuring better service delivery to the community.

Work Details
The scope of work for the water treatment plant improvements includes:
- Expansion of the Water Treatment Plant to a capacity of 4.95 million gallons per day (MGD).
- Installation of Plate Settlers in existing sedimentation basins.
- Installation of a Membrane Filtration System and associated building.
- Installation of two 500,000-gallon above-ground storage tanks for clearwells.
- Extension of the sedimentation basin divider wall to create a break tank.
- Installation of a Membrane Feed Pump Station.
- Construction of a new Finished Water Pump Station and building.
- Replacement and repairs to flocculators and sedimentation basin concrete.
- Application of a coating system for sedimentation basins.
- Upgrades to laboratory and control systems.
- Installation of a Chemical Storage and Chemical Feed Building.
- Additions and modifications to instrumentation and control systems.
- Provision of a new generator.
- Construction of a new storage/shop building.
- Site piping installation.
- Architectural upgrades to plant buildings including lighting, windows, doors, flooring, and masonry repair.
- Abandonment of existing gravity filters.
- Upgrades to site and road infrastructure.

Period of Performance
The contract work is expected to commence following the bid opening on January 8, 2026.

Place of Performance
The contract will be performed at the Leigh St Water Treatment Plant located at 2529 Houghton Avenue, South Boston, Virginia.

Bidder Requirements
Bidders must comply with various regulations including the President’s Executive Order #11246 prohibiting discrimination in employment based on race, color, creed, sex, or national origin; Executive Orders #12138 and #11625 regarding MBE/WBE firm utilization; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 70901 of P.L. 117-58 from the Bipartisan Infrastructure Law, 2021. Bidders must also certify that they do not maintain segregated facilities based on race or other protected categories.
