Learning Management System (LMS) RFP (2026007-HR-P)

Background
The City of Harrisonburg, Virginia, is seeking proposals for a web-based, vendor-hosted Learning Management System (LMS) to enhance training and records management for its staff. The city operates under a Council-Manager government structure and serves a population of approximately 56,000. The current LMS solution is provided by Vector Solutions and includes various features that the new system must either replicate or improve upon.

Work Details
The LMS must provide the following functionalities:

1. A Software as a Service (SaaS) model with a user-friendly environment for both learners and administrators.
2. Features equivalent to the existing LMS including an administration dashboard, course library, user management, event management, credential management, activities builder, test builder, and file center.
3. A calendar feature for tracking events and assignments.
4. Community resources for sharing materials among users.
5. User dashboards for tracking assignments, history, credentials, and events.
6. Technical support including helpdesk services.
7. Compliance with SOC 2, ISO 27001 or NIST CSF standards for data security.
8. Integration with Windows Active Directory for user authentication.
9. Migration of existing training data from the current provider.
10. Scalability to accommodate approximately 900 users across various departments.

Period of Performance
The contract will be effective for five (5) years upon successful implementation of the LMS system.

Place of Performance
The services will be performed in Harrisonburg, Virginia.

Bidder Requirements
Offerors must demonstrate compliance with SOC 2 or equivalent security standards and provide documentation of such compliance. They must also ensure that they are not currently debarred from submitting bids in Virginia and possess all necessary licenses to operate in the Commonwealth.
