Background
The Virginia Department of Transportation (VDOT) is seeking expressions of interest from engineering consulting firms to provide professional engineering and technical support services for the relocation and improvement of Interstate 81 (I-81) from approximately Mile Marker (MM) 166 to MM 170 in Botetourt County. The project aims to enhance transportation infrastructure, ensuring safety and efficiency along this critical corridor. The estimated total contract value is $15,000,000, with an anticipated Phase I value of $11,500,000.

Work Details
The scope of work includes providing professional engineering services for the relocation and improvement of I-81. Key tasks involve:

- Realignment and enhancement of NB I-81, SB I-81, Purgatory Mountain Road, Lee Highway (Route 11), Diamond Hill Road, Frontage Road, and Arcadia Road.
- Construction of at least four new bridges over Purgatory Mountain Creek and other structures such as retaining walls and noise barriers.
- Additional improvements may involve guardrail upgrades, utility relocations, signing upgrades, rockfall mitigation, and Intelligent Transportation Systems enhancements.

Services requested include project management, roadway design services, environmental compliance support, construction support including Maintenance of Traffic plans, hydrologic and hydraulic design services for stormwater management facilities, structural inspections and designs for bridges and retaining walls, geotechnical investigations and recommendations, traffic engineering studies and designs for traffic control devices.

Period of Performance
The anticipated procurement schedule includes key dates such as:

- RFP Questions due by March 18, 2026;
- Expression of Interest due by March 25, 2026;
- Short List posted on April 16, 2026;
- Interviews/Technical Presentations on May 4, 2026;
- Final Consultant Selection by May 8, 2026;
- Selected Consultant Pre-Award Documents due by May 27, 2026;
- Consultant Contract Signing on October 7, 2026.

Place of Performance
The contract will be performed in Botetourt County along Interstate 81 from Mile Marker 166 to Mile Marker 170.

Bidder Requirements
Firms must comply with VDOT's requirements regarding Key Personnel qualifications. Key Personnel must possess relevant experience in transportation infrastructure development. The DBE goal for this contract is set at 0%. All inquiries must be submitted through Bid Express only.
