Background
Loudoun County Public Schools (LCPS) is the third largest school division in Virginia, established in 1870 and located in the Washington metro area. This RFP seeks to establish a multiple term contract for consulting services to support the implementation of this leadership development framework.
Work Details
The contractor will provide consulting services that include:
1. Developing a comprehensive implementation plan that operationalizes the LCPS Profile of a Leader across leadership systems, including a phased roadmap for awareness, integration into practices, and monitoring.
2. Designing professional learning curricula for various leader categories (aspiring, early-career, experienced, and C-Suite leaders) with facilitation-ready materials.
3. Delivering targeted professional learning for the Human Resources and Talent Development (HRTD) leadership team.
4. Integrating existing LCPS resources into the implementation approach and ensuring consistency across leader pathways.
5. Building internal capacity for LCPS to sustain the work through training and documentation.
6. Developing a measurement framework to monitor implementation progress and leader growth.
Period of Performance
The contract will commence in September 2026 and will support implementation during the 2026-2027 school year, with an initial contract period of one year and four additional one-year renewal options.

The services will be performed within Loudoun County Public Schools located in Ashburn, Virginia.
