Background
The Commonwealth of Virginia is seeking to establish a term contract with a qualified vendor to provide batteries and flashlights to the Virginia Distribution Center located in Sandston, VA. This initiative aims to ensure a reliable supply of essential battery products for various state needs.

Work Details
The contractor will supply the following items:
1. AA Dry Cell Alkaline Batteries (ANSI Standard 1604A & ANSI C18.1M), 12 per pack, approved brands include Energizer, Duracell, Procell. Estimated annual usage: 19,920 packs.

2. AAA Dry Cell Alkaline Batteries (ANSI Standard 1604A & ANSI C18.1M), 12 per pack, approved brands include Energizer, Duracell, Procell. Estimated annual usage: 13,080 packs.

3. C Dry Cell Alkaline Batteries (ANSI Standard 1604A & ANSI C18.1M), 12 per pack, approved brands include Energizer, Duracell, Procell. Estimated annual usage: 1,320 packs.

4. D Dry Cell Alkaline Batteries (ANSI Standard 1604A & ANSI C18.1M), 12 per pack, approved brands include Energizer, Duracell, Procell. Estimated annual usage: 2,070 packs.

5. 9 Volt Dry Cell Alkaline Batteries (ANSI Standard 1604A & ANSI C18.1M), 12 per pack, approved brands include Energizer, Duracell, Procell. Estimated annual usage: 1,290 packs.

6. LED Flashlights with three AAA alkaline batteries; aluminum body; IP67 water-resistant rated; minimum output of 250 lumens; approved equivalent Rayovac or VDC #980025. Estimated annual usage: 780 flashlights.

Period of Performance
The initial contract term will be for two years from the date of award with three additional optional one-year renewal periods.

Place of Performance
Virginia Distribution Center located in Sandston, VA.

Bidder Requirements
Bidders must submit a Small Business Subcontracting Plan as it is the goal of the Commonwealth that over 42% of its purchases be made from small businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD). Bidders must also provide evidence of compliance with this plan if awarded.
