ITB No. 25-2876-9JL - Richmond Henrico Turnpike Improvements

Background
The Commonwealth of Virginia, through the County of Henrico's Department of Finance, is issuing this Invitation to Bid (ITB No. 25-2876-9JL) for improvements to the Richmond-Henrico Turnpike.
The project aims to enhance transportation infrastructure in the area, aligning with the county's mission to provide efficient and safe roadways for its residents.

Work Details
The work consists of improvements along approximately 1.15 miles of Richmond-Henrico Turnpike (R-HT), starting at Laburnum Avenue and ending at Hummingbird Road.
The improvements will include:
- A four-lane curb and gutter roadway with either a flush shared center left turn lane or a raised median;
- A ten-foot shared use path with lighting on the eastern side;
- A five-foot sidewalk on the western side;
- Enclosed drainage throughout the project limits;
- Two stormwater management facilities;
- Public water enhancements including a 12-inch and a 42-inch water main running the entire length of the project;
- Sanitary sewer installation;
- Signing and pavement markings;
- Installation of a new triple ten-foot by ten-foot box culvert crossing Horse Swamp Creek.
All work will adhere to the latest Virginia Department of Transportation (VDOT) Road and Bridge Specifications.

Period of Performance
The contract work is expected to commence upon award and must be completed within a specified timeframe as outlined in the bid documents.
Bids are due by March 5, 2026.

Place of Performance
The improvements will take place along Richmond-Henrico Turnpike in Henrico County, Virginia.

Bidder Requirements
Bidders must submit sealed bids electronically through Henrico County’s Electronic Documents Web Portal, ProcureWare.
The successful bidder is required to provide electronic performance and payment bonds through Surety2000.
A non-mandatory pre-bid conference will be held virtually for bidders to review the scope of work.
Bidders must acknowledge receipt of any addenda in their bid submissions.
