Background
The City of Hampton, located in Virginia, is seeking bids from qualified contractors to provide Right-Of-Way Grass Cutting and Landscaping Services. Hampton is an independent city with a strong military and technology presence, contributing significantly to the regional economy. The city's mission includes maintaining public spaces for the benefit of its residents and visitors.

Work Details
The contractor will be responsible for maintaining grass and landscape areas in designated street right-of-ways, which include center medians, gutters, sidewalks, ditch lines, guard rails, and roundabouts. Specific tasks include:

1. Mowing services performed weekly from April 1st to October 31st;
2. Off-season mowing as needed;
3. Edging maintenance;
4. Litter control performed weekly;
5. Application of fertilizers and herbicides as required;
6. Seasonal plantings of annuals in designated areas;
7. Pruning and trimming of shrubbery and trees as necessary;
8. Removal of dead or diseased plants;
9. Compliance with all regulatory requirements including obtaining necessary licenses (VDACS Licenses: 3A Ornamental, 3B Turf, 5A Aquatic, Category 6 right-of-way). Detailed maps and pricing sheets for individual streets are provided in the solicitation.

Period of Performance
The contract will commence upon award and is expected to last for one year with the possibility of four one-year renewals based on mutual agreement.

Place of Performance
The services will be performed within the City of Hampton's designated right-of-way areas as specified in the solicitation documents.

Bidder Requirements
Bidders must possess a Registered Pesticide Business License and relevant VDACS Licenses (3A Ornamental, 3B Turf). Attendance at a mandatory pre-bid conference on April 29, 2025, is required to be considered responsive. Bidders must also comply with local business regulations and provide proof of insurance as specified.
