Background
The City of Hampton, Virginia, is seeking bids from qualified bidders to provide grounds maintenance and landscaping services for the Downtown Hampton area.

Work Details
The successful bidder will furnish all supervision, labor, tools, materials, equipment, and supplies necessary for grounds maintenance and landscaping services.
Key requirements include:
1. **Business Experience**: Must have five years in the landscaping industry and be a Class A Contractor.
2. **Licensing**: Required licenses include VDACS 3A Ornamental, 3B Turf Aquatic, 6 Right-of-Way, Certified Fertilizer Applicator (CFA), Registered Pesticide Business License, OSHA 10, and VDOT Basic Work Zone Safety Training.
3. **Equipment**: Minimum of five zero-turn mowers and five trucks with trailers are required.
4. **Staffing**: At least fifteen employees must be on staff.
5. **Tree Services**: Full tree service capabilities must be provided either in-house or subcontracted.
6. **Service Schedule**: Weekly services must be provided with all contracted sites completed within a two-day window each week.
7. **Scope of Work** includes mowing (36 mowings annually), litter collection year-round, seasonal remediation practices in spring and fall, weed control using pre-emergent herbicides, pest control as needed, mulching operations annually with dark hardwood mulch, pruning of shrubs and trees as necessary, and maintaining weed-free landscaped areas.

Period of Performance
The contract will commence upon award and is expected to cover annual needs from March to November for major landscape maintenance services.

Place of Performance
Services will be performed at various locations in Downtown Hampton including City facilities like City Hall and Public Safety Building; parks such as Carousel Park; commercial areas including Air and Space Center; and multiple streets and parking areas throughout the city.
