IP 25-021-CJ Dependent Eligibility Audit for Medical Plan

Background
The Gloucester County Public Schools (GCPS) is seeking a contractor to perform a dependent eligibility audit for their medical plan. The goal of this contract is to eliminate unnecessary costs associated with the GCPS Benefit Plans by verifying the eligibility of dependents covered under the medical plan. The audit will be conducted in partnership with GCPS Finance and Human Resources staff, as well as USI Insurance Services, starting in November 2025.

Work Details
The contractor will be responsible for conducting a dependent eligibility audit which includes:

1. Communications and data collection from employees regarding dependent eligibility.
2. Reporting on findings and recommendations based on the audit results.
3. Providing a sample statement of work and services contract as part of the proposal.
4. Developing communication samples that will be sent to employees during the audit process.
5. Estimating potential reduced premium/claims costs and outlining assumptions used in estimating savings.
6. Detailing the process for verifying dependents, including a sample timeline from implementation to final report of results.
7. Outlining responsibilities for GCPS staff required to carry out this audit, including any situations where GCPS would weigh in on eligibility decisions.
8. Managing the project effectively with one point of contact throughout the process, utilizing various communication methods to support employees with questions or documentation needs.

Period of Performance
The contract will commence in November 2025 and will continue until the completion of the dependent eligibility audit, with specific timelines outlined in the project timetable developed by the contractor.

Place of Performance
The services will be performed primarily at Gloucester County Public Schools facilities located in Gloucester, Virginia.
